The World Bank Group has officially announced a 35-month debarment of Entreprise Babati, a construction firm based in Niger, along with its owner and Director-General, Mr. Babati Sayid Ali Ahmed. The sanctions stem from fraudulent practices committed during the bidding process for a major regional infrastructure initiative.
Fraud in the Northeastern Connectivity Project
The violations occurred under the Enhancing Niger Northeastern Connectivity Project. This vital initiative is designed to improve road safety and connectivity along the Zinder-Agadez road section, while also providing selected communities with better access to essential socio-economic infrastructure.
According to the facts of the case, Entreprise Babati and Mr. Babati presented false experience documents as well as a forged tax certificate in a prequalification application to secure a contract. Under the World Bank’s rigorous sanctions framework, these actions constitute a sanctionable fraudulent practice.
Settlement, Cooperation, and Cross-Debarment
As a result of these debarments, the firm and its owner are ineligible to participate in any projects or operations financed by World Bank Group institutions. However, the 35-month debarment period reflects a reduction granted due to the cooperation demonstrated by Entreprise Babati during the investigation process.
To eventually qualify for release from the sanction, the company and its Director-General have committed to implementing robust integrity compliance measures that align with the Bank Group Integrity Compliance Guidelines. Furthermore, Mr. Babati has agreed to complete corporate ethics training, and both parties must continue to fully cooperate with the Bank Group’s Integrity Vice Presidency.
Notably, these sanctions qualify for cross-debarment by other multilateral development banks under the Agreement for Mutual Enforcement of Debarment Decisions signed in 2010, further restricting the company’s international bidding capabilities.
