The Africa Finance Corporation (AFC) has officially launched the Infrastructure Climate-Resilient Fund Nigeria (ICRF Nigeria) through its asset management subsidiary, AFC Capital Partners (ACP). This strategic platform is meticulously designed to mobilize domestic institutional capital—particularly from pension fund administrators (PFAs), insurers, and sovereign wealth funds—and channel it toward high-impact, climate-proof infrastructure projects across Nigeria and the broader African continent.
Unlocking Africa’s $4 Trillion Domestic Capital
A critical challenge facing African economic development is the massive infrastructure deficit coupled with growing vulnerability to extreme weather events. However, as AFC President and CEO Samaila Zubairu highlighted, Africa is not short of capital. The continent holds over US$4 trillion in domestic resources. The creation of the Infrastructure Climate-Resilient Fund Nigeria is a decisive step to shift these long-term savings from low-risk, short-term instruments into productive, high-yield sectors like clean technology, digital infrastructure, and logistics.
Registered as a closed-end fund with the Nigerian Securities and Exchange Commission (SEC), this initiative provides a structured and regulated pathway for local institutional investors to participate in building a more resilient economy.
The $750 Million ICRF and Global Partnerships
The Infrastructure Climate-Resilient Fund Nigeria is a core component of ACP’s broader US$750 million pan-African ICRF. This larger vehicle has already attracted historic commitments, including a record US$253 million first-loss commitment from the Green Climate Fund (GCF) and significant backing from the European Investment Bank (EIB). Through blended finance and targeted de-risking mechanisms, AFC Capital Partners expects to leverage these anchor investments to mobilize up to US$3.7 billion in total financing.
The ultimate goal is to build a diversified portfolio of 10 to 12 climate-resilient infrastructure projects. Ayaan Adam, CEO of ACP, emphasized that integrating climate risk assessment at every stage of the asset lifecycle—from design to operation—is no longer optional but a fundamental requirement for sustainable continental business returns.
